Foreign Language Proficiency Bonus

Foreign Language Proficiency Bonus (FLPB) is a monthly bonus for service members who maintain certified proficiency in a designated foreign language. The amount is calculated per modality — Listening (L), Reading (R), and Speaking (S) — at the ILR skill level the member achieves on an official Defense Language Proficiency test. Qualifying modality amounts for a single language are added together to produce one monthly FLPB installment; members with multiple qualifying languages may receive additional installments up to the aggregate caps.
2026 Rates
Rates are set per modality and per certified language. The Secretary of the Military Department combines qualifying modality amounts into one monthly FLPB payment per language.

Eligibility
FLPB is authorized under 37 U.S.C. § 353(b) for Active Component (AC) and Reserve Component (RC) service members. The Coast Guard is excluded from this chapter — DoD FMR Vol. 7A, Ch. 19 covers the Military Services only (§1.1).
To receive FLPB, a member must:
- Be entitled to basic pay (37 U.S.C. § 204), or be a National Guard or Reserve member entitled to qualifying compensation under 37 U.S.C. § 206
- Hold certified proficiency in a foreign language or dialect designated as "critical" by the Secretary of the Military Department (§2.1.4)
- Be serving in a career field or billet that requires that language proficiency for primary duties (§2.1.5.1)
- Execute a written agreement with the Secretary specifying the FLPB amount, the payment period, and repayment terms if eligibility requirements are not met (§2.1.6)
"Must-pay" career fields and member categories (§2.4.2):
- Cryptologic Language Analysts (CLAs)
- Foreign Area Officers (FAOs)
- Defense Threat Reduction Agency interpreters and translators
- SOF personnel at ILR 2 or above (where the Service has documented SOF language requirements at ILR 2 and above)
- Any member with Speaking as a required modality at ILR S2 or above
Qualifying languages must be on the DoD or Service Strategic Language List, or the Secretary of the Military Department must have established language-designated requirements for that language (§2.1.5.2).
Certification must use DoD-approved tests under the Defense Language Proficiency (DLP) System in accordance with DoDI 5160.71. Oral Proficiency Interviews (OPI) are used for the Speaking modality. Certification expires 1 year from the first day of the first month on or after the test date — annual recertification is required to continue receiving FLPB (37 U.S.C. § 353(d)(2)).
Reserve Component members must additionally earn at least 50 retirement points per anniversary year to count that year toward creditable qualifying service for FLPB (§2.2.2).

Officers and enlisted receive the same rates. The Secretary may not vary FLPB criteria or rates between officer and enlisted members (§2.4.5.2 / 37 U.S.C. § 353(c)(2)).
What This Means for Your Pay
Your rate depends on which modalities your Service designates as required for your billet. A member certified L3/R3 earns $300 (L) + $300 (R) = $600/month for that language — but only if both modalities are required for the career field. A member whose billet requires only Speaking at S2 receives $100/month regardless of any listening or reading scores.
Speaking S2 is the lowest must-pay threshold. If your position requires S2 proficiency, your Service must pay you $100/month for that modality. L2 and R2 are may-pay — the Service has discretion to set those at $0 even when you are tested and certified.
Multiple languages stack — up to the aggregate cap. A special operations member certified in two languages at L3/R3/S3 ($900/month per language) could receive $1,800/month total, well within the $4,583/month aggregate ceiling. The $1,000/month cap applies per language, not across all languages combined.
FLPB is taxable. Unlike housing and subsistence allowances, FLPB is subject to federal income tax withholding (§3.2). It is not subject to FICA (Social Security/Medicare). Your LES will show a gross FLPB amount; the net that hits your bank account will be less after withholding.
Annual recertification is hard-mandatory. Your certification expires exactly 1 year from the first day of the first month on or after your test date — not from the test date itself. A test on March 15 produces a certification that expires April 1 of the following year. Miss the window and your FLPB stops; you may also owe repayment under your written agreement.
Combat deployment grace period. If your certification expires while you are in a contingency operation, the Secretary must grant you a 180-day period after returning to retest. This grace period is mandatory — your Service cannot refuse it (§2.6.3).
Extended certification for ILR 3+ members. If you are certified at ILR 3 or above in all required modalities, the Secretary may extend your certification up to 24 months before requiring a retest (§2.8.1).
Common Mistakes
Reading the rate table as a per-language flat amount. The table shows per-modality rates. A member certified L2+/R3 earns $200 (L) + $300 (R) = $500/month for that language — not one rate or the other.
Assuming ILR 1 or 1+ always pays. These levels are "may-pay" — the Service Secretary may choose to pay $0 for any ILR 1 or 1+ modality. Certification at ILR 1 does not guarantee $50/month; check your Service's FLPB instruction.
Assuming L2 and R2 are must-pay. ILR 2 for Listening and Reading is "may-pay" at $0, $50, or $100. Only Speaking at ILR 2 is must-pay at $100. Many members with L2/R2 DLPT scores receive nothing if their Service elects not to pay those tiers (§2.4.3).
Treating FLPB as tax-free. FLPB is subject to federal income tax withholding. Members who plan around the gross amount will find their net pay is lower (§3.2).
Miscalculating the recertification deadline. The expiration date is 1 year from the first day of the first month beginning on or after the test date — not from the test date itself. A test on January 15 produces an expiration of February 1 of the following year, not January 15 (§2.3.3).
Assuming $1,000/month is the ceiling across all languages. The $1,000/month cap applies per language. Members holding proficiency in multiple qualifying languages can receive multiple installments; the aggregate monthly ceiling across all languages is $4,583.
Assuming Coast Guard members qualify. DoD FMR Vol. 7A, Ch. 19 explicitly limits coverage to the Military Services and excludes the Coast Guard (§1.1).
